Bin liners keep slipping off the rim, anyone solved this?

Small annoying problem but it is driving me mad. We bought a pedal bin 30l for our office pantry and the liner keeps sliding down inside the moment anything with a bit of weight goes in, so by the end of the day the bag is basically swallowed by the bin and everything is loose at the bottom. There is a plastic inner bucket with a rim that the bag is supposed to hook onto but it does not hold properly. I have tried knotting the bag tighter, folding the top over twice, even taping it once out of frustration which obviously is not a real solution. Is this a design flaw with the model we got or am I missing some obvious trick. Also do the specific liners matter because we just buy generic ones from the supermarket and maybe the sizing is slightly off. Would rather hear if other people have this same issue or if I just bought the wrong bin.
